I am hesitant to push this to 19.11.x branch as a point release.  This is a fix
to a bug, but seems like a major change for a point release.  I'm not
backporting unless a strong case can be made for it.

<also, my systems team might kill me in my sleep if i snuck this in on a point
release :D >
