The same functionality (trigger modification template copying 999c to 001, if
001 is still empty), would also be nice when staging records (like
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=14974, but I suspect
you would have to trigger the template later that described in #14974).
