In catalogue/export.pl for this one format 'marcstd' we call the subroutine
marc2marc

This subroutine builds a list of 'private_fields' - which is any field with 9
in the tag. These are then removed from the record. This includes all item tags

To recreate:
1 - Find a record with some items and view the details page
2 - Save record -> MARC (Unicode/UTF-8, Standard)
3 - Open record in marcedit, or stage for import into koha
4 - Note all 9 fields and items are gone
