You now have much finer grained control over what options are displayed in the
manual invoice dropdown via the account debit type management page.

The first one was certainly intended as a system maintained debit whilst the
second ended up as a catch all manual debit.

They will only not be present for new installs, though the former is still
present on the system, just not displayed in the dropdown (it is available in
the debit types management page).

For upgrades, they should both still be there.
