Bug 25408: Add "opacitemholds" checks in CanBookBeReserved

test plan:
1) set issuingrule with opacitemholds set to "Force"
2) try to add a new hold using multi-hold
3) hold is placed on the record where it shouldn't
4) apply patch
5) retry to place same hold
6) success: hold cannot be placed since record-level hold is not available)
