I could not reproduce or find this bug.

I used the latest master on dev environment to test this and I couldn't find
any empty sub permissions neither in UI, database or code. I had freshly
installed DB, what if those empty sub permissions appeared in your DB after
some migrations? Can you please specify how to reproduce this bug?
