Example of default values in C4/Circulation.pm

1765     $rules->{holdallowed} = defined $holdallowed_rule
1766         ? $holdallowed_rule->rule_value
1767         : 2;

Example of unlimited:

 412     if (defined($maxissueqty_rule) and $maxissueqty_rule->rule_value ne
'') {
