I'm not familiar with the plugin use on intranet/cgi-bin/catalogue/detail.pl,
but would an alternative be to implement the plugin as an API route and then
inject some Javascript into OpacUserJS to insert the tab?

I suppose the annoying part of doing that is injecting the Javascript though...
