Looks good I think. I've just added 1 comment about using the --pid flag with
starman to make the restart_all code a bit more robust.

Actually, here's another question: why are we using starman when we could be
using hypnotoad? 

Finally, I don't actually see myself using KOHA_MOJO_APP in koha-testing-docker
unless I was testing to see how a transition to using it in production would
work?
