Another test plan:
0. Follow the first test plan
1. koha-plack --disable kohadev
2. service apache2 restart
3. Go to http://localhost:8081/cgi-bin/koha/staff/tools/export
4. Click "Export database", choose a file, and click "Download database"
5. Note that the database downloads successfully (even in CGI mode!)
