With the Plack-enabled Koha, all the CGI scripts actually are loaded and
wrapped, but I'm not sure how that would make everything possible. It would let
you play with input/output, but that could be a bit fragile.
There are some plugin hooks that are run for all CGI scripts, but I think that
we could use a few more.
