This all works well and I'm surprised we didn't already handle such cases.

Unit tests pass and we're dealing with the obvious cases where rules should not
be blank.

I suspect there may be a few other cases crop up in the future where we've been
allowing errant blank rules in, but we can handle them as we find them.
