Bug 23420: (QA follow-up) Remove more AllowPurchaseSuggestionBranchChoice code

Test plan:
1. git grep -i AllowPurchaseSuggestionBranchChoice **/*.pm **/*.pl **/*.t
2. There should no longer be any code related to the old sys pref
AllowPurchaseSuggestionBranchChoice
