Bug 22417 has been pushed to master, so feel free to create a background task
to handle large patron imports. In order to handle big batch jobs, we really
need to be able to handle it asynchronously.

Sure, although I'd argue that you should open a new bug report for that, as
this one is about Plack specifically timing out, and Bug 26400 would address
that.
