For some authorised value categories, it would be helpful to be able to select
"Other" from a dropdown and then enter a free text value. For example, DAMAGE
might contain a list of possible types of damage (water damage, pen marks, etc)
and then this hypothetical "other" also allow one to enter some less common
value. That value would get recorded in the database, but wouldn't be saved as
a new authorised value option going forward.
