I am passing QA here, but there are some caveats:

1) This adds a dependency on Locale::XGettext::TT2 that currently has no
packages for Debian. 

2) The second part that deals with the translations of system preferences on
bug 26547 is not ready yet. I believe both patches should only be pushed
together. 

I hope that moving this a step further will be a little push for things to be
finished. The other option would be moving it into BLOCKED (leaving that to RM)
