As we get closer to release time, are we sure that we want to require
rabbitmq-server in the debian/control file? It seems to me that it would be
best to suggest it but not require it. 

If people do have issues with RabbitMQ, it would be better if they can relocate
the RabbitMQ server off the Koha server.
