Bug 25630: Fix capitalization and terminology for Acquisitions and Tools system
preferences

- Adds some ending punctuation
- Fixes capitalization
- Consistent use of "staff interface"

To test:
- Verify:
  - NewsAuthorDisplay
  - EmailPurchaseSuggestions
  - UseACQFrameworkForBiblioRecords
  - AcqItemSetSubfieldsWhenReceived
  - AcqItemSetSubfieldsWhenReceiptIsCancelled
  - OrderPriceRounding
- read correctly.
