Bug 26361: switch TableSettings to ColumnSettings

Test Plan:
-Be on 20.05.x
-Go to returns.tt
-See the error Uncaught SyntaxError: expected expression, got keyword 'var'.
-Apply patch
-Reload returns.tt, no error
