For me, in 20.05.x, this fails tests with or without the patch. Not backporting
until someone advises me on the correct path forward for 20.05.x:

ok 22 - UTF-8 chars are correctly present. Good
Error GETing http://koha:8080: Internal Server Error at
t/db_dependent/www/search_utf8.t line 276.
# Looks like your test exited with 255 just after 22.
