A developer from Red Hat has written a fix, and I've tested the fix, so thanks
Ulrich for raising this bug report, which led to me uncovering this issue with
mod_cgi!

I'm changing this to RESOLVED WONTFIX, and I'll raise a separate report about
adding ProxyTimeout 600 to the Plack configuration so that the buggy CGI
timeout is emulated.
