More accurately:

[% IF ( Koha.Preference('opaclayoutstylesheet') &&
Koha.Preference('opaclayoutstylesheet') != "opac.css" ) %]

The only reason I bring up the idea of changing the default value of
opaclayoutstylesheet is because I don't understand why we set it.
