In order to be complete, I think we need to expand this:

  Patron is authenticated via SIP2

into at least this: 

  Patron is authenticated via SIP2, ILS-DI, REST API

We have ebook services that authenticate patrons via ILS-DI, and if that is all
they use the library for they will not be counted as active users.
