Note that if you:

1. Add an SMS celluar provider (shows 0 patrons).
2. Open another window and add a patron to the SMS provider.
3. Delete an SMS celluar provider in the window used for step 1 without
refreshing the window (it shows 0 patrons).
4. The delete message doesn't add '<number> patron(s) are using it!' to the
delete provider message.

Probably an edge case... (happens both before and after patch applied).
