Few more questions, (sorry!)

1. 
 58    -n                             No email will be sent
shouldn't be replaced with a --confirm flag?

2. Shouldn't we add a new message preference to let patrons a choice to opt-out
if they wish? That could be done on a separate bug report but needed for 21.05
