Usually for sign-off you start with the test plan in the commit message... but
here it's a little sparse:

Test plan
1/ Run the included tests - t/db_dependent/Koha/Plugins/Plugins.t

Checking coding guidelines etc. is great, but not expected for sign off, but
for QA.
