Agreed, although I'd say "fixed" to the bottom.

Based on the last screenshot, it does not look very good, so I'll probably just
hide it on all my installs. 

I'd say just always have a bottom bar on the staff interface, and incorporate
the language choose into that bottom bar. Shouldn't be that hard at a glance.
