can you give more details?
1/ what is the url that causes the error?
2/ do you have any extra cpan modules installed?
3/ what version of the libjson-validator-perl package is installed?
the t/db_dependent/api/v1/libraries.t tests are passing for deb10/20.11.04, so
it might be a problem specific to your system
