Changing this from enhancement to bug.  Transfers are counted/reported on
separately, and as such, should not be included in local use automatically. 
While the ideal fix to this double stats would be some of the options described
earlier in this bug, the first step could be a system preference that
determines whether or not transfers should count as local use.

This is not an insignificant issue for libraries.
