Bug 27631: (follow-up) amended aqbudgets.pl headings

Added two more <h1>s to the page: Modify/Add and Delete

To test:
1) Apply patch
2) Go to aqbudgets.pl
3) Check that all different pages in aqbudgets.pl have a <h1>
4) In particular, ensure that there is an <h1> on the Modify/Add page
5) In particular, ensure that there is an <h1> on the Delete page
