I wholeheartedly agree here.. and had a similar conversation with Owen at the
time that I fixed all the nested headings.  At the time, we didn't come up with
a solution; but I reckon it's time to revisit this.

Do you have someone willing to work through the system for this Hayley? 
Perhaps we could involve our accessibility advocate if we need some help
working out suitable H1's for various pages.
