Libraries with independent branches could manually transfer items between them.
There's a dubious question about transferring item back to home branch on check
in but it was working. 

Not anymore after #23129 as items holdingbranch field is set to destination
branch only on check in which can't be done because item as the wrong
holdingbranch.
