I considered this at the time but then took president from the preferences
log.. changing preferences is always logged as far as I can tell without any
ability to turn that off... I felt notices should fall into the same category..
they are unlikely to be changed often, but when they are changed logging is
rather important..

Do you believe they should be preference driven then.. and if so what should we
default to.. logging or not logging?
