I don't think that there is any requirement in MARCXML to adhere to ISO 2709. 

However, it does create a problem when trying to export MARCXML as ISO 2709.
That's true. 

Wait, did you say that Elasticsearch stores the ISO 2709 record? I think I've
seen that and that's awful... we shouldn't be doing that.
