I've been unable to recreate this in my testing docker on master, 20.05, or
19.11. Here's what I tried:
To test:
1 - check an item out with a due date of yesterday, 23:59:59
2 - go to overdue.pl, observe that the defauly search for all overdues includes
your checkout
3 - perform a new search on overdue.pl, entering yesterday's date for both the
FROM and TO limits on Date due
4 - your checkout still shows in the new search

Per your description, I'd expect to not see the checkout in step 4
