We should rename this bug since "Apache does not use
/cgi-bin/koha/errors/500.pl if Perl script dies" is actually relevant for CGI
mode and is irrelevant to what we're trying to fix here.

We should probably rename this to something like "Starman does not use Koha
custom error pages".
