This is, 'SHOW CREATE TABLE letter' should have this in it:
  CONSTRAINT `message_transport_type_fk` FOREIGN KEY (`message_transport_type`)
REFERENCES `message_transport_types` (`message_transport_type`) ON DELETE
CASCADE ON UPDATE CASCADE
