The patches still apply.

I attempted to test using the first test plan, however APIs, REST clients, etc
are not something I'm familiar with and is a bit too complicated for me... So
will leave for someone else to test.

Testing notes (as far as I got, using koha-testing-docker):
- Enable the REST API - system preference RESTPublicAPI
- Apply patch
- flush_memcached and restart_all
- Check that you can access the API documentation:
http://127.0.0.1:8080/api/v1/.html#op-get-suggestions
- Install RESTer add on for Firefox (not sure of any other sthat can be used)
