Currently "cleanup_database.pl --old-issues" removes also checkouts that
contain unpaid fines. This will remove the checkout information from the fine
accountlines in /cgi-bin/koha/members/boraccount.pl?borrowernumber=XXXX page
which are crucial to keep so that the library is able to tell the patron where
did this fine came from and why it needs to be paid. At least there should be
an parameter to cleanup_database.pl to prevent the deletion of such checkouts
but maybe we should even do this the default behavior?

Classifying this as a minor bug because it could be debatable whether or not
this is feature or bug. Although, I cannot think why any library would want
those checkouts with fines deleted.
