Bug 28033: Fix minor capitalization errors

This patch corrects capitalization in two templates:

- Administration -> Desks:
  "Modify Desk" / "New Desk" -> "Modify desk", "New desk" in breadcrumbs
  menu.
- Reports -> Most-circulated items:
  "Most-circulated Items" -> "Most-circulated items" in breadcrumbs.
