Ok, I submitted what we have so far so others can add here.

The patchset introduces several 'features' in my opinion, and we could do
better with the DB and classes.

In my opinion we would need:

1. A table for rules (done-ish)
2. A table for defining named rule sets
3. A table for assigning 'globally enforced' rule sets to specific places,
categories, etc (this is what the patchset does, only, in my opinion).

It is a pity we cannot choose rulesets explicitly when importing, but I know we
can do it later.
