    Bug 6975: OPACBaseurl instead of OPACBaseURL
    
    Updates OPAC templates to refer to OPACBaseURL (the properly capitalized name) instead
    of OPACBaseurl
    
    Also fixes some T:T scope errors when OPACBaseURL was called within a loop
