	Commiting BUG FIX for 2.2.7.1.
	
	(bug 1276 - cannot find surname with apostriphe in it. Fixed in rel_2_2
	&
	Fix for 1169, issuedate wasn't formatted properly, to compare with today's date. Fixed in rel_2_2
