If we didn't have any flat html files, we could get rid of the need for SSI's
which seem to be a bit hit and miss as far as Apache configuration goes.

Catalogue's index.html should be a script anyway so we can generate the CLASS
drop down appropriately.  Reports should probably be a script we can have some
kind of drop in feature for different reports sometime in the future.  Members
is the only other one that I know of.
