bugzilla allows developers to claim ownership of particular modules (ie
cataloguing, circulation, installation, etc) but there is no ability to
claim ownership based on version.  At the moment, Chris is the owner of
most of the modules and I am owner of four modules.  In practice, I don't
think this really matters.  All bugs are posted to koha-devel, so we can
work on the ones that we can fix regardless of who the module owner is.
