HLT BUG - NEED TO CHECK 1.9X

We still have no way of managaing subscriptions for borrowers 
outside of the District. With the new supermarket at Foxton this is 
cropping up more and more. When adding a borrower we need to be 
able to tell Koha it is a subsciption borrower and have koha generate an
invoice for $20 on their account, and annually thereafter.
