This is something to bear in mind for when we rebuild the searching.

This is the desired behavour for HLT. IE it works this way because thats how
they want it to work. So when we rebuild the search module we will need a way to
specify how we want searches to work.
IE so that different libraries can specify how they want certain types of
searches to work. I think it would be a great feature, and then we wouldnt be
forcing libraries to use what 'we' think is the best method of searching, but
instead what they want.

I suspect other libraries of the same size as hlt would like it to work the
current way as well
