Super librarian works.
Borrow and reserve for self works.
But if I give someone all permissions but superlibrarian they are not allowed 
to go to the Catalogue section or to set Parameters which I had checked off.
Lesser librarians - those who I had given permission only to circulate books 
and other front desk tasks could not log in at all.

I know there was a previous problem with this where only superlibrarian worked 
but I could not find that bug report.
