[Koha-devel] xxx-top.inc : note for translators

The xxx-top.inc files that are in the /koha-tmpl/default/en/includes are 
composed of gif files, and are quite impossible to translate.
That's why i've created new ones for the french translation of koha.
Feel free to use them for your own translation. They are only text+css.
They are in /koha-tmpl/default/fr/includes.
