It works at HLT, that is it in production in 1.2.3 .. but what it does is simply email a 
change request. To stop precisely that, allowing a user to change all their information. 
Effectively hiding. 
At HLT it allows them to request a change to their name also. Then the librarian has to 
verify this information before making the change. 
 
I suspect the mail isnt set up correctly in 1.9.0, or that the KohaAdminEmailAddress 
isnt set in the systempreferences table.
